[*] COUCHMAN: OK. Good afternoon, everyone. Welcome to today's Cato Institute Capitol Hill Briefing. I am Kurt Couchman, Manager of Government Affairs with the Cato Institute.

Today we are going to hear primarily about the paper, "Restriction or Legalization? Measuring The Economic Benefits Of The Immigration Reform," which should have been one of three handouts that you picked up on your way in. The other one - or one of the other ones is "As Immigrants Move In, Americans Move Up," at that's what Daniel Griswold is going to spend his remarks talking about, and finally, the "Immigration" chapter from the Cato Handbook for Policymakers.

If you aren't familiar with the handbook, it's a great resource, if you want to get a perspective of Cato Institute scholars on any of the major issues that face policymakers, anything from healthcare to education, trade, immigration, civil liberties, energy policy and everything in between.

So our first speaker today is Daniel Griswold, he is the Director of the Center for Trade Policy Studies at the Cato Institute. Since joining Cato in 1997, Mr. Griswold has authored or co-authored major studies on globalization, trade, and immigration, including the upcoming Cato book, Mad about Trade: Why Main Street America Should Embrace Globalization.
