So I don't accept that characterization. Every time we have faced one of these challenges, the United States has not acted unilaterally. We have gone to the United Nations. We've gone to the international community. That's what we're doing with respect to proliferation activities in Iran. It's what we're doing with respect to the North Korean program. It's what the president did when he went to the United Nations on the 12th of September 2002.
