[*] LIEBERMAN: Good afternoon. Thank you very much for being here.

I am delighted to be here with my dear friend and colleague Senator Orrin Hatch of Utah to announce the introduction of bipartisan legislation to provide voting representation in the House of Representatives for the first time ever to the residents of the District of Columbia and to add a fourth congressional seat for the state of Utah in accordance with the 2000 census data.

I am most grateful to Senator Hatch for his support of this bill and for the work that we've done together to bring it to this point of introduction.

I am certain that his cosponsorship will lead to the breakthrough that we've been searching for to bring and end to the 200-year disenfranchiseme...
