[*] SANTORUM: Good morning. I am very excited to be here with my colleagues, both from the House and Senate and from both sides of the aisle, to introduce a great idea. An idea that I have to in all honesty give credit to one of our predecessors here in the United States Senate, Bob Kerrey, was someone who brought this idea to me many, many years ago. And I liked the idea, but when Bob left, the idea sort of left with him, until Jon Corzine came, and we found that we had an idea that we actually agree on.
