One of the problems that the pollsters have, and Andrew Kohat (ph) said this in a New York Time piece just two days ago, is the fact that you don't know who a likely voter is today in America, mainly because there's a lot of first time registered voters who are going to vote. It's not going to be dependent on last year's vote or whether they voted two years ago. They're going to vote because they're very unhappy with the status quo.

[*] REYNOLDS: I'd like to thank the National Press Club for hosting us today.

I was just thinking Bob Matsui and I, we've had an opportunity to do this from time to time. Unlike last week, there won't be any football analogies from Allen or the best stock tip from Corzine.

Election day is less than two weeks away. In 11 days, I look forward to reaping the benefits of two years of hard work. Shortly after taking over as chairman of the NRCC, I stated that my goal was to bring back our 229-seat majority and I laid out a plan on how we were going to do that.

Our course of action came down to what I call the three Cs. It began by recruiting strong candidates, making sure those candidates had enough cash to get their message out and a convincing case to present to the voters.

The first C is candidates. Candidate recruitment is the foundation of any successful election cycle. Across America, we sought out candidates who fit their districts and not just some national mold. And we were very successful.

We found candidates like Charlie Dent in Pennsylvania-15 or Louie Gohmert in Texas-1 or Ted Poe in Texas-2, Charles Boustany in Louisiana-7, Nancy Naples in New York-27, Larry Diedrich in South Dakota and Cathy McMorris in Washington-5, to name just but a few.

We also were able to convince several challengers who ran last cycle to keep running, all the way through November 2nd. At the moment, Geoff Davis of Kentucky-4, John Swallow of Utah-2, Mike Sodrel in Indiana-9, all who held the Democratic incumbent to 51 percent or less in 2002, are in very close races once again in the 2004 cycle.

REYNOLDS: All in all, we have found very strong challengers and open-seat candidates, which is why we're being in a position today of reaching my goal of bringing back a 229-seat majority.
